MAKE CALIFORNIA COUNT IN 2008
SUPPORT THE PRESIDENTIAL ELECTION REFORM ACT (PERA)
Not since the Reagan era has California provided electoral votes to a Republican presidential candidate. That can be changed in 2008, but not without the help of those who abhor the thought of another Clinton presidency.
PERA would allow California to cast its 55 electoral votes in 2008 based on the candidate who wins a majority of the popular vote in each of the state’s 53 congressional districts, plus two votes would be awarded to the statewide winner.
We know how powerful this initiative will be precisely because of the anger and outrage it has stirred among the liberal leaders and pundits (see attached New York Times Op Ed). Signature gathering on the initiative petition has just commenced, and approximately 75,000 signatures have been collected to date. In response, California Democratic Party Chair Art Torres has announced that he is organizing ”volunteers“ to harass signature gatherers at street corners and shopping malls where the approximately 700,000 needed signatures are normally gathered.
The new secret weapon for signatures is the petition that can be distributed by email, downloaded and returned to us by regular mail. The recall of Governor Gray Davis several years ago demonstrated the power of this technique which has since been refined.
WE HAVE A CHANCE TO MAKE CALIFORNIA COUNT IN 2008. SUPPORT A FAIR SYSTEM BY SIGNING THE PETITION TO QUALIFY THE PRESIDENTIAL ELECTION REFORM ACT INTITIATIVE.

California’s Fiscal, Business & Public Policy Climate is among the worst in the nation. California was recently ranked 45th by the Tax Foundation Report. Tax foundation data also shows across the US state/local taxes are at an all time high.
The anti-business, pro-government control and intervention forces continue to dominate California. California’s future is bleak without change.
To achieve lower taxes and positive public policy reform, we must resort to the ”Legislature of the People“ – the initiative process of direct democracy, going on the offense to restore California’s luster...more...

A California initiative has been prepared for the June 2008 ballot that would change the allocation of electoral votes in California from winner-take-all to one based on the vote in each congressional district.

A NEW POLITICAL PARADIGM: AN ”OPTIMAL-SIZED“ GOVERNMENT
The moment of truth on outlay increases for baby-boomers is now upon us. We must increase the size of the Nation’s economic ”pie“ quickly and substantially to meet the demands of 78 million baby-boomers while we also keep faith with future generations. Right now the marginal cost to the economy of raising the next dollar of taxes is very dear. It costs us about $2.75 in economic growth for every dollar of new tax revenue we try to generate.

California Governor, Arnold Swarzenegger Identifies Right Size of Government
Schwarzenegger, appearing at a state Republican Party convention in Indian Wells, lectured the mostly conservative delegates about their party. We applaud him for identifying the non-partisan, voter concern for the optimal size of government. Schwarzenegger said independent voters ”believe in limited government that is not wasteful.

They believe taxes should be as low as possible, because the more you give government the more it will spend. They believe in individual freedom and the responsibility that goes with that freedom. They believe in the importance of public safety. And they believe that economic prosperity comes from the energy of the marketplace, not from the heavy hand of the state.“

Kill the Death Tax
The death tax is the most hated tax in the federal system. Polls consistently reveal that. And there is a very good reason - people have been taxed all their lives. It is an insult to tax them at death.
| |
Spending Control
It is clear that effective spending control mechanisms will be essential if fiscal conservatives are restored to control of Congress.
Social Security
The huge unfunded liability that Social Security represents must be dealt with immediately.
Alternative Minimum Tax
The alternative minimum tax which was created by liberal democrats 40 years ago to impose taxes on 155 families that congressional leaders wanted to punish has now grown into a monster that will affect tens of millions of middle income tax payers.

Operation Permanent Offense
The anti-business, pro-government control and intervention forces continue to dominate California despite Arnold’s re-election. Recent business tax and entrepreneurship indexes rank California 45th and 49th in the Nation, respectively, each falling lower than last year. Voter turnout this election in the most conservative areas of the state was at historic lows. California’s future is bleak without change.

Term Limits
Uhler and NTLC joined with the Los Angeles County Supervisor Pete Schabarum in 1990 to sponsor the pioneering Proposition 140 – term limits for California legislators and constitutional officers. This movement has spread nationwide under the guidance of US Term Limits.
Healthcare
Tying healthcare to employment in today’s world of rapid job change is absurd. It will interfere with the ability of the individual to establish a stable relationship with a specific doctor. Further more universality is a utopian pursuit that has never been achieved however tried. The claim that some huge new system can be achieved without tax increases is wholly unrealistic and the designation of such taxes as ”fees“ is simply a total misrepresentation, as confirmed by legislative counsel. If a universal plan were approved, without a 2/3 vote by the legislature approving the tax increase, there would be a referendum by the people.
Eminent Domain
There is a very dangerous measure making its way through the California legislature right now, Assembly Constitutional Amendment 8, authored by Democrat Hector De La Torre. Why is this measure dangerous? As we all know, the tragic decision of the United States Supreme Court in Kelo vs. New London has allowed for significant abuse of eminent domain by government, allowing private property to be seized by local government on behalf of other private parties, if there is economic benefit to the local government.
Pension Reform
Pension reform might not be the sexiest of political issues, but it may well be one of the most important. California state and local governments continue to struggle with the high cost of their employees' retirement benefits. While some officials have tried to blame the problem on such things as a poorly performing stock market (and thus pension fund), the real cause is simply the unaffordable increase in employee benefits (ADAM B. SUMMERS)
